The main objective is to estimate the attractiveness of a territory when it is exposed to negative external influences owing to its main productive activity. More specifically, this type of research is designed to determine the possibilities for diversifying economic activities and structuring organizations with a view to sustainable developments in a productive area constrained by major technological risks. The Lacq-Orthez Community (CCLO) case is particularly relevant since it is now fully engaged in the active redevelopment of its territory and the re-appropriation of its production system.  The CCLO effectively puts forward a strategy to diversify the productive activities of the Basin in order to preserve a quality-of-life cluster for its citizens in addition to the competition cluster, thereby guaranteeing a virtuous circle that boosts its appeal and working towards sustainable development.
